About Headcount
What it does
Headcount, by cbrock84, is a large collection of Agent Skills organised like a company. A chief executive sits over sixteen departments, and each department is its own installable plugin, so a project loads only the functions it needs. Skills trigger on matching requests or can be called directly as department:skill, which keeps names from colliding. Many skills cite the standards, frameworks or regulations they draw on, and a sources file lists them.
What is inside
Departments range from the office of the CEO and finance to demand generation, legal, people and operations. The parts most relevant to software work are Technology and Security: API design, branch and worktree workflow, cloud infrastructure, code review, completion verification, threat modelling and agent hierarchy design. Some departments are marked reviewer-class, meaning they stop work that fails their checks instead of just adding opinions. Each department also ships an agent charter in .claude/agents/, so it can run as a subagent with its own write surface. An interactive org chart on the project site lets you search every skill, and a use-case guide walks through cross-department scenarios.
Works with
The README targets Claude Code, through a plugin marketplace, and ChatGPT and Codex, through the same repository or by copying a department into .agents/skills/. Both manifest sets are generated from one tree.

Maintenance and safety
MIT licensed, actively maintained, with CI checks and a contributing guide. The skills are Markdown instructions rather than code. The weakness for this directory is focus: most departments cover business functions such as marketing, finance and HR, so the engineering share is a minority of the catalogue, and advice on legal or financial topics still needs a qualified human.
Who should use it
Founders and small teams who build software with Claude Code and also want structured help on the business side. Developers who only want engineering skills should install just the Technology and Security departments.
